In informing the Foreign Office of the

circumstances of the seizure of the Soviet vessels "Simferopol" and "Svirs troi" by the Japanese military command, and also of the measures taken by the Soviet authorities for the release of the said vessels information which, in the opinion of the Soviet side, fully answers the question of proofs the Embassy of the U.S.S.R. would be grateful if the Foreign Office would transmit the content of this note to the British War Risk Insurance Office.
